It is often necessary to have skills in languages to communicate and gather information. Even in the UK, communities have media in their own language and there is a recognised shortage of people equipped with the skills and the linguistic ability to do the job. A director of a well-known international news agency once said that they didn’t stipulate that their journalists were bilingual simply because it was taken for granted.
Modern technology also plays a part, as increasingly interactive media such as subtitling, dubbing and versioning in the digital age means that people expect to be able read and listen in the language of their choice.
